PRIMARY PURPOSE: To assist the Program Director by providing Housing program management, as well as direction and guidance for the Oregon Coast Community Action staff and volunteers in Coos, Curry and Western Douglas Counties.
DESCRIPTIONS OF DUTIES AND TASKS:
Provide direct supervision of Housing Programs in compliance with Oregon Housing & Community Services (OHCS) policies and procedures and other funding providers.
- Provide fiscal and program management for Housing programs, including oversight of:
- Home/Housing Services Programs, including Emergency Shelter Grant Program
- Emergency Services, including Emergency Rental Assistance, Housing Assessments/Housing Counseling, Deposit only programs, HPRP-Prevention
- Stabilization Services, including Family Transitions, COOLS, HTBA-Home Tenant Based Assistance, HSP-Housing Stabilization Program, HPRP-Rapid Re-Housing
- Continuum of Care subrecipients, including Bay Area First Step, Oasis and Women’s Safety and Resource Center, providing technical assistance, oversight and program monitoring.
- Supervise case management team and provide staff support on individual cases.
- Provide support to Curry County program staff on housing related issues.
- Maintain required records, reports and files in an organized and appropriately confidential manner.
- Develop programs based on community needs and in keeping with the Community Action mission.
- Attend key meetings and conferences to facilitate and enhance services within the community.
- Provide outreach to other organizations about ORCCA programs.
- Work collaboratively with ORCCA staff and community partner, including but not limited to:
- SCHC-South Coast Homeless Council (required partnership)
- ROCC-Rural Oregon Continuum of Care (required partnership)
- Partner with all area housing authorities, including tribal
- Oregon State University
- Engage in education of the public and advocacy for low income people and the programs that serve them
- Assist in the development of funding sources
- Assist in writing grants including state, federal, and private foundation grants by working closely with the Development and Finance Department
- Manage grant progression, including grant spend down and monitoring of subrecepients
- Submit federal grant exhibits through the HUD E-snaps program
- Adhere to reporting requirements
- Liaison with Development Department
- Facilitation role as assigned by ORCCA CEO
Regular attendance in office is a requirement of the position.
Perform other duties as assigned by the Program Director.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
- Maintain good professional relationships at all times with all programs.
- Ability to accurately analyze and interpret financial statements, budgets and budget projections.
- Good knowledge of general computer (PC or MAC) operations and familiarity with multiple applications including Word, Excel, Power Point and Access, the OPUS System and HMIS-Homeless Management Information System.
- Excellent written, oral and presentation communication skills including ability to relate to diverse client populations.
- Program development and management
- Experience writing and working with grants and contracts and in generating grant reports and budgets
- Demonstrated ability to work both independently and as a member of teams/committees.
- Ability to effectively delegate to others and to track and evaluate their results.
- Strong organization, problem-solving, and analytical skills.
- Ability to manage priorities, multiple tasks simultaneously and workflow, and organize work effectively with great attention to detail.
- Ability to work well in partnerships with funding sources, community partners and staff.
- May lift items up to 51 pounds with or without reasonable accommodations.
QUALIFICATION STANDARDS
- Level VI Bachelor Degree with four years paid experience in a field directly related to the Position Description is required; OR
- Master Degree in a related field is required.
WORK ENVIRONMENT:
- Geographic Area: Coos, Curry and Western Douglas Counties.
- Primary job site: Newmark Center
OTHER:
- A current Oregon Drivers License is required.
- A good driving record is necessary.
- Proof of automobile liability insurance.
- Reliable transportation
- Must be drug free
- Must be able to pass the Criminal Background Check
- Able to drive long distances.
- Ability to sit at meetings for as long as four hours at a time.
- Ability to work in excess of eight hours per day and during evenings as required.
