Utility Assistance

​​​Oregon Coast Community Action (ORCCA) uses various Federal, State and local funding to assist low-income households in paying a portion of their energy costs. Energy Assistance is based on the availability of funding. This is not an entitlement program.

How do I apply?

  • Use the red scheduling button on this page to ask us to mail you an application.

    • On mobile, the red button is at the bottom of the page.

Can I apply for Summer Cooling?

  • Yes. This program can help with electric bills.

    • You may still apply if you already received heating assistance.

What should I do if my power is shut off or I received a final notice?

  • First, call your power company.

    • Ask whether it offers a low-income discount.

    • Ask about a payment plan.

  • Then, contact ORCCA.

    • Complete a Crisis Assessment Request.

    • Include a copy of your final notice.

      • We can place you on the crisis waitlist after we receive both items.

  • Save ORCCA’s number in your phone: 541-435-7080.

    • We’ll call when your request reaches the top of the waitlist.

What happens after I submit a Crisis Assessment Request?

  • We’ll verify your account with your power company.

  • Then we’ll call to talk through next steps and available options.

  • While you wait, gather your documents listed below.

  • You may need an in-office appointment.

    • Crisis requests are processed Monday through Thursday, 9:00 a.m. to noon.

What documents do I need?

To help us process your application quickly, please gather the following documents:

  • Social Security cards for everyone in the household, including children over age 1.

  • Photo ID for everyone age 18 or older in the household.

  • A DPI (Declaration of Personal Income) form for each adult age 18 or older.

  • Proof of income for all adults in the household for the month before you sign the application.

    • Example: If you sign in June, provide proof of income received in May.

  • A copy of your most recent utility bill.

    • If you need help with propane, wood, pellets, or oil, your application instructions will explain any extra receipts or forms.

    • We still need a utility bill, even if you are requesting other fuel assistance.

  • If you’re missing any documents, please talk with us—we may have other options.

  • Depending on your situation, other documentation or forms may be required.

  • Gold Beach DHS office: Wednesdays, 10:00 a.m. to 3:00 p.m. (94145 5th Pl, Gold Beach)

  • Coos Bay office: 1855 Thomas Ave, Monday through Thursday, 8:00 a.m. to 4:00 p.m.; Friday, 9:30 a.m. to 2:00 p.m.

  • Yes, current and former ORCCA employees and volunteers may apply.

    • Please email here ​ your name, phone number, and the ORCCA program where you worked or volunteered.

Can you help if I am homebound?

  • Yes—we can still help.

    • Call 541-435-7080 ext. 264 or email energy@orcca.us and leave a detailed message.

    • We’ll work with you to find the best way to get an application and submit your documents.

Do you need a space heater?

  • Call 541-435-7080 ext. 264 or email energy@orcca.us and leave a detailed message.

    • Deliveries can usually be arranged for Curry County weekly.

I need help paying my water bill?

  • ORCCA does not currently have funding for water assistance.
