Oregon Coast Community Action (ORCCA) has been combating poverty on Oregon's south coast since 1965 serving Coos, Curry, and Coastal Douglas Counties.
We are a non-profit network of programs that feed, house, warm and educate people. Our joint administration provides cost effective ways to manage and develop programs to meet the needs of the communities we serve. We strive to provide families with help up and out of poverty.

Central Background Registry (CBR)
Federal Head Start and State Child Care Licensing require that staff and volunteers 18 years or older employed or volunteering must be registered with the Early Learning Division’s Central Background Registry (CBR). (If under the age of 18, they will need to complete a different background check). There is no fee to enroll in the CBR and there is no fee for Fingerprinting.
Enrollment must occur prior to a new employee’s hire date, and before any trainings can take place. It is highly recommended that any applicant wanting to work in any childcare setting (even if its not with ORCCA/Head Start) enroll in the CBR. If for any reason someone is removed from the registry or their CBR has expired, they cannot work until it has been reinstated. Your enrollment status will not impact whether or not you are interviewed. Apply to the CBR online or print off an application and mail it in at the link below.
To check on the status of your Central Background Registry Enrollment, call them directly at 1-800-556-6616 and select the 3rd option when prompted. You will also receive letters in the mail from the CBR regarding your status as well as information on how to set up a Fingerprinting Appointment, and if they still need any information from you.
Please note that it could take several weeks for the Early Learning Division to process these applications, please apply immediately. Online applications are processed faster than mailed in applications.
